I read through it and it's mostly the guy chatting about what he knows about handling mules. He worked his way up through the Army Quartermaster corps as a mule-handler until, when he wrote the book, he was head of the entire U.S. government's mule department. (I'm not kidding. He wrote this book shortly after the Civil War.) So he seems to know what he's talking about, from the perspective of those times.He touches briefly on the idea that it is better to use superior breeds of horses to breed mules, but he does not go into any detail about the breeding process. He does have comments about what to look for in a mule's conformation, and states that mules of certain colorations are weaker and more prone to eye infections and other maladies. He also states reasons why most mules cannot work as heavy a load as horses (they inherit the donkey's small pasterns and hooves). These comments are accompanied by a series of pictures of specific mules which were especially good performers.
He does comment at length about general principles of handling of mules, and for the 1860's (the period when he wrote it) it's fairly revolutionary. He states that rather than being "stubborn" and "wilful", mules are actually more skittish and easily traumatized than horses, and that trauma results in the famous "recalcitrance". He also states that they are more prone to kick, and that it's just part of their skittish nature and just needs to be worked around. He says that lots of mules have been ruined by ignorant handlers and suggest that they would give better performance if their handlers were properly trained. There's a section where he describes how to tie a freaking-out kicking mule to the side of a wagon (running the rope through the spokes of the two wheels and round the whole body of the mule lengthwise) to restrain it until it calms down. Other than this example, there's not a lot of detail on training techniques.
There is also no detail on rigging, harness, commands, etc-- apparently, in his era, the reader was assumed to know these things.
Verdict: this is a good reference to historical thoughts about mules, but I would definitely supplement this with a modern book(s) that go into details about breeding, handling and the like.
